Intersting article, Joe. Here in Santa Monica they have a great little farmer's market every Sunday, where there is a free valet bike parking station set up for the event. Not exactly a longterm solution, but imagine if individual businesses began to offer similar services. This would spread out the responsibility of the service, with an emphasis on service rather than 'buildings' or infastructure.
